Ana, there's a lot of compacts on the market in the $200 USD range that are totally waterproof. They probably all shoot very respectable images. You can also go with an underwater shell for your DSLR, but those are way pricey...

It depends of how much money you are willing to spend. Underwater cameras can be expensive. The Pentax Optio WG-2 seems like a good buy but it is over $200. SeaLife is another good camera but it cost $500 they also have a "mini" version of it for less money; around $200?... I think. Fuji's FinePix XP 150 seems very nice at a price of $220. Again, I would not spend less than a $100 if I were you, unless you won't mind quality and good resolution. That's my 2 cents. Happy shopping!
